Even if you don't have a formal strategy you will almost certainly know the performance level you wish to attain and by measuring current performance the "gap" can be evaluated and an action plan implemented. We may find the process ineffective and recommend changes. Change can be helped or hindered by factors in other systems, perhaps politics and compensation in the social system, blocks in the administrative system and technical system. Change, whether seemingly straightforward, as in bringing in a new piece of plant, or relatively complex and strategic, as in entering an export market always requires thought and planning.
